What is RA 12231?
Signed into law on August 4, 2025, Republic Act No. 12231, also known as the “Government Optimization Act,” ushers in a bold reform to streamline and modernize the Philippine bureaucracy. The law authorizes the President to reorganize the Executive Branch by merging, consolidating, abolishing, deactivating, or creating government agencies and offices based on efficiency, relevance, and public service delivery.

3. Protection for Affected Government Personnel
The law provides retirement benefits, separation incentives, and reskilling or upskilling programs for employees affected by the optimization. Personnel who do not wish to retire or separate may be transferred or placed in new roles without loss of salary.
4. No Interruption of Public Service
During the transition, government operations will continue uninterrupted. Agencies must perform in a holdover capacity until the new structure is fully in place, ensuring that public service delivery remains seamless.
5. Sunset Provision
The President’s authority under this law is valid for five (5) years from its effectivity, ensuring the reforms are time-bound and performance-driven.
